According to the law, individuals eligible for retirement benefits by age in 2025 must meet the following criteria:
- 60 years old - with at least 32 years of insurance experience,
- 63 years old - with at least 22 years of insurance experience,
- 65 years old - with at least 15 years of insurance experience.
Retirement benefits are granted upon the individual's application starting the day after they reach retirement age, provided the application is submitted no later than three months from the date they reach that age.
If the registry of insured individuals contains information about experience acquired before 2004 (if the employer or insured individual has submitted their employment record for digitization or other documents regarding their work experience), retirement benefits will be automatically assigned after reaching 60 years of age, given that the necessary insurance experience is present (without the need for an application).
Under the pension reform conditions, the insurance experience required for retirement will gradually increase. By 2028, this will be set at 35 years.
It is worth noting that as of October 1, 2024, there were 10.3 million pensioners in Ukraine, with 72.9% being retirement pensioners. The remainder received pensions due to disability, loss of a breadwinner, for length of service, or social pensions.
