Thus, a draft resolution titled "On Approval of Amendments to the Instruction on the Procedure for Opening and Closing Accounts for Users by Payment Service Providers" is proposed for public discussion. Comments will be accepted until February 19.
In particular, the National Bank suggests removing the requirements for separate divisions of non-resident legal entities and their representatives to submit copies of documents regarding registration with the regulatory authority, as such information will be available in the Unified State Register.
Additionally, the NBU proposes to establish the procedure for banks to open correspondent accounts with the European Investment Bank and for financial institutions to open payment accounts for residents of Ukraine in the national currency.
The regulator intends to address the issue of closing accounts of separate divisions of non-resident legal entities in the event of their liquidation and the use of a single account by the liquidator, as well as to regulate the transfer of funds in cases of revocation of the payment service provider's license, cessation of services, or bankruptcy.
