As noted in the explanatory memorandum, the current law "On Consumer Lending" includes certain protective measures for servicemen of the Armed Forces of Ukraine and other military formations who are on duty.
In particular, it establishes an obligation for lenders and collection companies not to engage with consumers who have indicated their belonging to the aforementioned protected category on their own initiative.
However, this list does not include the category of war veterans and requires expansion by incorporating war veterans into the protected categories, thereby providing them with additional social protection regarding credit obligations.
The changes will "allow war veterans to avoid unwanted contacts from lenders and collectors, which will help reduce the risk of psychological distress and tension related to financial obligations."
This will serve as an additional social guarantee that supports war veterans during their reintegration into peaceful life, enabling them to focus on adaptation and recovery, as stated by the government.
It is worth noting that in July 2022, the Verkhovna Rada adopted a law prohibiting collectors from collecting debts from the Armed Forces, territorial defense, and internally displaced persons.
In 2021, a law regulating the activities of collectors was passed. The National Bank of Ukraine was granted the authority to oversee collectors and their conduct towards debtors. It also considers citizens' appeals.
