This was reported by CNN, as conveyed by Ukrinform.
“The airplane was on a perfect and standard approach path to land at the airport. The helicopter was heading directly towards the plane for an extended period. It was a clear night, the aircraft's lights were on, so why didn’t the helicopter ascend, descend, or turn? Why didn’t the control tower instruct the helicopter on what to do, instead of merely asking if they could see the plane? This is a troubling situation that seems preventable,” Trump wrote on Truth Social.

CNN notes that it was not immediately clear whether Trump's post was based on information he was officially briefed on.
As reported by Ukrinform, a Bombardier CRJ700 passenger plane crashed into the Potomac River near Ronald Reagan National Airport after colliding with a Sikorsky H-60 helicopter. There were 60 passengers and four crew members aboard the aircraft, while three individuals were in the helicopter.
At least 18 bodies have already been retrieved from the river. No survivors have been found in the aviation disaster.
The search and rescue operation is being hampered by cold weather and strong winds.
