The new service enables the State Register of Property Rights to Real Estate (SRPRRE) to receive information from the Unified State Electronic System in the Field of Construction (USESFC) regarding the commissioning of completed construction objects, for which a special property right (SPR) is registered in the SRPRRE for:
- divisible unfinished construction objects (buildings);
- future real estate objects (apartments, parking spaces, other premises);
- registered SPR or ownership rights for indivisible unfinished construction objects (garden/residential/cottage houses, etc.).
The ministry explained that this functionality allows for the simultaneous automatic updating of the technical characteristics of such real estate objects by making changes to the relevant sections, and the registration of ownership rights in place of previously registered SPRs.
"This also occurs in cases provided for by law, such as the registration of encumbrances, inclusion of information regarding joint ownership of apartment owners and/or non-residential premises on such real estate objects, carrying out other registration actions based on the information received from USESFC," the Ministry added.
Moreover, the ministry reported that the first registrations under the new functionality have already taken place. Its implementation:
- expands the list of administrative services provided in automatic mode, simplifying and improving the quality of their delivery, as well as reducing the burden on state registrars
- increases the level of protection of individuals' rights to real estate (as it eliminates the possibility of state registration based on forged documents that may be submitted to the state registrar).
"The automation of state registration processes allows individuals and legal entities to receive a comprehensive service in an automatic mode regarding the carrying out of defined legislative automatic registration actions in the SRPRRE from the very beginning of construction to its completion," emphasized the Ministry of Community and Territorial Development of Ukraine.
