The one-time state aid "Winter eSupport" amounting to 1,000 hryvnias, popularly referred to as "Zelensky's thousand," will be provided to Ukrainians residing within the territory of our country, including children. TSN reports. This information is conveyed by Kontrakty.UA.

Who can receive aid
The application process for assistance will begin in early December. The system will verify the information regarding the recipients' presence in Ukraine. The payment is designated not only for adults but also for children. One parent can request the payment to their account for each of their children via "Diia". The funds can be spent until the end of 2025.
How to apply
Using the "Diia" application:
- 1) download the "Diia" mobile app;
- 2) If you do not have a "National Cashback" card, you need to open one at a bank;
- 3) In "Diia," under "Services," you must activate the "National Cashback" card;
- 4) Select the "Winter eSupport" service in the "Diia" application;
- 5) Submit an application for assistance;
- 6) Wait for the funds to be credited.
Legal guardians of minors, individuals who lack an ID number due to religious beliefs, or seniors aged 65 and older who do not have the "Diia" application can apply for aid at one of the listed partner banks of the program. The bank will issue a "National Cashback" card to the recipient, to which the aid will be transferred.
Through "Ukrposhta"
Pensioners and individuals with disabilities of the 1st and 2nd groups who receive payments through "Ukrposhta" will also be able to obtain "Winter eSupport" via "Ukrposhta." The list of those eligible for assistance through "Ukrposhta" is compiled by the Ministry of Social Policy. Those who are included in the list for receiving funds through Ukrposhta cannot submit an application via "Diia."
They will also be able to use the funds through "Ukrposhta" for paying utility bills or purchasing goods produced in Ukraine.
What the funds can be spent on
Money can be spent on paying utility bills, purchasing medications and books, medical services, education, as well as on transportation, mobile communication, insurance, and more.
Funds can be spent both online and offline, but only for the specified categories of expenses. Banks will recognize the category during payment by card using MCC codes. This is a code assigned by the merchant that characterizes the business category.
Citizens who do not require support from the state may choose not to apply for it or redirect the funds to the Armed Forces of Ukraine or purchase military bonds. Several charitable foundations have already expressed interest in attracting donations.
