The funds can be used for paying utility bills, purchasing medications, buying tickets from "Ukrzaliznytsia," donations to the Armed Forces of Ukraine, and other services. The program will be active until the end of February 2025, and the aid can be spent until the end of the following year.
All Ukrainians who meet the criteria will be able to apply for payments through "Diia," including parents who can submit applications for their children. For pensioners and individuals with disabilities receiving payments through "Ukrposhta," additional notifications will be provided by postal workers.
It is noted that the program will be funded from unspent budget allocations not intended for military purposes. Citizens who do not require assistance can redirect it to support the Armed Forces of Ukraine.
Charitable foundations have already announced their readiness to use the received aid as contributions for the needs of the Armed Forces.

The state program "Winter eSupport" offers Ukrainians to receive 1,000 hryvnias for social needs. Here’s how to apply for the payment:
Through the "Diia" application
Install the "Diia" app on your smartphone.
Open a "National Cashback" card at one of the partner banks (PrivatBank, monobank, Oschadbank, and others). Opening and maintaining the card is free of charge.
Activate the card in the "Services" section of "Diia."
Select the "Winter eSupport" service and submit your application.
Wait for the funds to be credited.
Through the bank
Individuals who do not use "Diia" (including legal guardians of children or citizens aged 65+) can contact partner banks to obtain a "National Cashback" card.
Through "Ukrposhta"
Pensioners and individuals with disabilities of the 1st and 2nd groups receiving payments through "Ukrposhta" will automatically receive the aid without submitting applications. The funds can be used for paying utility bills or for purchases.
How to spend the aid
The received 1,000 hryvnias can be spent until the end of 2025 on:
utility services, medications, books
transport, mobile communication, medical or educational services
donations to the Armed Forces, charity, or purchasing military bonds
Cash withdrawals from the card are not permitted. Payments can be made both online and offline, but only within the defined categories. Banks will monitor the types of expenses using MCC codes.
