The NBU noted that this necessity arises from the amendments to the law "On Payment Services," which will take effect on November 8, 2024, allowing for instant credit transfers in Ukraine.
In this regard, the NBU proposes, among other things:
to establish the procedure for the admission and exclusion of participants in instant credit transfers performed through the NBU's electronic payment system;
to regulate the specifics of executing instant transfers in the SEP;
to clarify the technology for executing mandatory, uncontested, and contractual deductions from the bank's correspondent account using the SEP;
to define the specifics of executing instant transfers in the SEP by non-bank payment service providers through a bank that is a participant in the SEP instant transfer.
Instant Payments
At the beginning of 2024, NBU Chairman Andriy Pyshny stated that the NBU is working on introducing instant payments based on the SEP in Ukraine. They are expected to serve as the foundation for the future transformation of the payment sector. According to Pyshny, this work is planned to be "completed by the end of the first quarter of 2025."
The Director of the Payment Systems and Innovative Development Department of the NBU, Andriy Poddierhohin, stated that starting in 2025, instant credit transfers will be operational in Ukraine - funds will be credited to the recipient's account within 10 seconds. The NBU aims for funds to be transferred within 2 seconds. Currently, funds are credited within an hour.
