The President of Ukraine, Volodymyr Zelensky, has signed law number 11225.
He is expected to enhance the operations of medical and social expertise.

The President of Ukraine signed the bill on Monday, November 18.
The new amendments allow for participation in the Medical and Social Expert Commission (MSEC) meetings in online mode, which will help reduce the time and costs for patients.
At the same time, personal presence for the determination of disability will no longer be mandatory, as an analysis of medical documents will suffice. The MSEC conclusions will be entered into the electronic health system (EHS) to simplify doctors' access to data, improve transparency, and expedite procedures.
The Cabinet of Ministers will set deadlines for decision-making by the commissions and will also develop a list of grounds for remote, absentee, or on-site consideration of cases. A separate list of serious violations for which MSEC members may be temporarily suspended from work will be created.
By the end of the year, Ukraine will
liquidate medical and social expert commissions. Instead, a mechanism will be established that can be completed remotely, as Prime Minister Denys Shmyhal explained.
Recently, the Cabinet of Ministers
adopted a resolution on certain issues related to the implementation of the assessment of daily functioning, which defines a new procedure for conducting evaluations, replacing the medical and social expertise (MSEC) process. The changes will take effect on January 1, 2025.
