The head of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy, Danilo Hetmantsev, has proposed introducing military censorship on expenditures and altering the conditions of the preferential financing of the ERA amounting to $50 billion, extending it over three years instead of one.
He
voiced this idea on his Telegram channel against the backdrop of growing uncertainty in the economic situation.
Hetmanцев emphasized that Ukraine's financial stability is directly tied to developments in international politics. He highlighted the importance of critically reassessing internal financial sources and resources, stating that every penny must be accounted for. According to him, Ukraine needs to eradicate the shadow economy and corruption, as well as eliminate abuses of power.
“These are enemies worse than the Russians,” he noted, stressing the need for changes in the operations of fiscal and law enforcement agencies. Hetmanцев believes that the effectiveness of the tax service should be measured not by the number of criminal cases but by the actual budget revenues that can be achieved through the de-shadowing of the economy.
He added that from the work of the State Tax Service in 2025 alone, more than $4 billion can be expected from de-shadowing, and with more diligent efforts, this amount could be significantly higher.
In particular, Hetmanцев opposed the senseless spending of funds on dubious initiatives, such as the failed cashback program, which did not lead to substantial GDP growth. He called for a more intelligent use of finances and proposed restructuring the preferential funding, stretching $50 billion over three years instead of one.
Hetmanцев also noted that while Ukraine has relatively stable funding for the current year, the situation could become more complicated in the future, especially in 2026, due to the depletion of the ERA tool.
