The Anti-Corruption Center has filed a complaint with NABU concerning Umerov.

The Anti-Corruption Center has submitted a statement to NABU regarding the potential commission of a crime by Defense Minister Rustem Umerov under the article "Abuse of power or office."

According to them, an abuse of power occurred when the Minister of Defense refused to implement the decisions of the Supervisory Board of the Defense Procurement Agency (DPA) regarding the extension of the contract with the director (Marina Bezrukova) for another year. Umerov also dismissed two members of the Supervisory Board who voted for this decision (Taras Chmut and Yuri Dzhigira).

"The DPA's charter provides for the establishment of a Supervisory Board, meaning that the Ministry of Defense, as a governing body, lacks the authority to refrain from extending the contract with the current head of the DPA. According to paragraph 7 of part 1 of article 11-4 of the Law 'On the Management of State Property', such exclusive competence belongs to the Supervisory Board. Furthermore, article 6 of the Law, which defines the list of powers of authorized governing bodies, including the Ministry of Defense, does not grant the ministry rights to usurp the exclusive powers of the Supervisory Board. Consequently, the minister's decision not to extend the contract with the head of the DPA was made with an abuse of the powers granted to him and his official position, intentionally, for personal gain and contrary to the interests of the Ministry of Defense, leading to severe consequences for the interests of Ukraine and its defense capability," the statement reads.

Recall that on January 24, Minister of Defense Rustem Umerov submitted a proposal to the Cabinet of Ministers for the dismissal of his deputy Dmitry Klimenkov. Additionally, he will not extend the contract with the current head of the Defense Procurement Agency, Marina Bezrukova.

The Supervisory Board of the Defense Procurement Agency (DPA) recommended Minister of Defense Rustem Umerov extend the contract with the current DPA director Marina Bezrukova for one more year.

On January 29, 2024, the Ministry of Defense of Ukraine issued an order appointing Marina Bezrukova as the director of the state enterprise "Defense Procurement Agency".
