A study reveals that the U.S. has significantly inflated the price of weapons supplied to Ukraine.

The actual cost of American military aid to Ukraine is only $18.3 billion, which is significantly lower than the figures cited in Washington.

This is stated in a study by Economists for Ukraine.

It is noted that the main reason for the discrepancies is the inflated assessment of old U.S. weapon stockpiles. The Department of Defense claimed that the transferred equipment is worth $31 billion, but researchers estimate its actual value at $12.5 billion. A significant portion of the equipment has been decommissioned, and its combat use is limited, further reducing its value.

The indirect transfer of equipment through allied countries, particularly Poland, amounts to about $20 billion in defense investments, but only $340 million of that has directly reached Ukraine.

According to researchers' calculations, over three years of war, the U.S. has effectively provided Ukraine with $50.9 billion in assistance. Of this, $18.3 billion was for weapons, and $32.6 billion went to budget support—salaries, pensions, and other expenses reimbursed through World Bank and USAID mechanisms.

"Public narratives about aid to Ukraine often overlook the difference between allocations and the actual assistance provided," the leadership of Economists for Ukraine notes.

Secondly, a significant portion of the funds is allocated for ordering new weapon systems in the U.S., but deliveries are experiencing significant delays. Of the $12.1 billion earmarked for purchasing new equipment, the actual value of assistance for Ukraine is estimated at only $5.5 billion.

Additionally, some American aid is provided in the form of loans and guarantees. For example, the U.S. used frozen Russian assets to secure $25 billion in loans for Ukraine and Moldova.

For instance, a loan of $156 million allowed Ukraine to purchase locomotives made in America, supporting 800 jobs in Pennsylvania.

In summary, the study concludes that the actual cost of U.S. military assistance to Ukraine is $18.3 billion, while another $32.6 billion was provided as budget support, mainly through reimbursement mechanisms.

Thus, the total cost of assistance provided over three years amounted to $50.9 billion—averaging about $17 billion per year. It is reported that this corresponds to only 0.25% of the U.S. federal budget. By comparison, this is roughly the same amount that Washington spends on the maintenance and energy supply of government buildings.

The authors of the report also highlight that Ukraine closely monitors all incoming funds. Thanks to an electronic management system, every hryvnia spent can be tracked—from salaries of civil servants to the purchase of office supplies. Conducted audits have revealed no abuses or anomalies in the use of international aid.

Previously, Zelensky stated that the U.S. had not stopped Ukraine from receiving the aid allocated by Biden, but nothing new had been provided. Trump wants to know how Ukraine will repay.

According to the Pentagon, since the beginning of the full-scale invasion of Russia into Ukraine, the U.S. has provided approximately $183 billion in aid to Ukraine. Of this, $65.9 billion has been spent on military support.
