The majority of Ukrainians continue to oppose territorial concessions to Russia.
However, 32% are already willing to give up territories to end the war.
This is evidenced by the results of a survey conducted by the Kyiv International Institute of
Sociology.
“Since May 2023, there has been a gradual increase in the share of those willing to make territorial concessions. By the end of 2023, the willingness to concede had risen to 19%, in February 2024 – to 26%, and in May 2024 – to 32%. Between May and early October 2024, the situation has not changed significantly – currently, 32% are prepared for territorial concessions,” the report states.
At the same time, the share of those opposed to any territorial concessions has decreased to 55% by May 2024. As of early October 2024, despite all the challenging circumstances, the majority of Ukrainians – 58% – were against territorial concessions.
Moreover, the Kyiv International Institute of Sociology notes a correlation between responses on the willingness to make territorial concessions and how Ukrainians perceive Russia's resource resilience, as well as how long the respondents themselves are willing to endure the war.
“Those who believe in Russia's 'unlimited' resource reserves are more willing to make territorial concessions – 48% compared to 44% who remain firmly opposed. In contrast, among those who think that Russia is indeed exhausting its resources, only 18% are ready for territorial concessions, while 72% are categorically against any concessions,” the report highlights.
In terms of personal readiness to endure the war, the longer respondents are willing to tolerate it, the fewer among them are prepared for territorial concessions. For instance, among those who are willing to endure the war for a few months to half a year, 59% are open to territorial concessions, while among those willing to endure for one year, this number drops to 43%, and among those willing to endure as long as necessary, only 21%. At the same time, the proportion of those who are absolutely against any concessions increases from 34% to 69%.
Additionally, the highest willingness to concede is found among those who distrust the president and believe that the West seeks an unjust peace from Ukraine (56% are willing to concede, 38% are firmly opposed).
“First and foremost, we emphasize that only 4-7% of Ukrainians find the mentioned territorial concessions easily acceptable. This should be interpreted as evidence of the illegitimacy of the occupation of any part of Ukraine for the overwhelming majority of the population,” the researchers note.
