According to the document, a new authorized body without a collegiate status must be established instead of KRAIL by April 1, 2025. Additionally, a ministry will be designated to develop policies in the gambling and lottery sectors.
Furthermore, the draft law includes restrictions on gambling in Ukraine, specifically:
- defining additional tools to limit visits to gambling establishments and participation in gambling for potentially vulnerable population groups during martial law;
- enhancing control mechanisms over the gambling business (mystery shopping, internet monitoring);
- setting additional criteria for license revocation, improving requirements for the impeccable business reputation of officials in gambling organizations, and establishing requirements for service providers in the gambling sector.
The document also prohibits gambling advertising. Exceptions include advertising on television and radio during nighttime, in media targeting individuals over 21 years old, on platforms and search engines with an audience aged 21 and above.
Advertising bans the participation of military personnel, volunteers, and celebrities, as well as the use of themes related to war.
The Problem of Gambling in Ukraine
Recall that in April of last year, President Volodymyr Zelensky enacted a decision by the National Security and Defense Council to strengthen control over online gambling. One of the main decisions was to prohibit registering multiple accounts for a single player and to set a weekly time limit for gaming.
The Verkhovna Rada adopted the corresponding law on the liquidation of KRAIL and the strengthening of control over online casinos.
The Cabinet of Ministers also adopted a resolution to counteract the negative consequences of online gambling. The resolution will remain in effect until the law signed by Zelensky comes into force.
