The minimum subsistence level is the amount of money deemed necessary to meet the basic needs of every individual. It encompasses expenses related to food, non-food items, and payment for various services that are essential to daily life.
Why the minimum subsistence level is important
The minimum subsistence level is used for:
- Asset and income declaration by public officials.
- Control by anti-corruption bodies over inaccurate data in declarations, unjustified assets, or illegal enrichment.
- Monitoring government spending and identifying potential abuses.
Changes in property status: mandatory notification
If in 2025 a public official received income, acquired property, or made expenditures exceeding 50 minimum subsistence levels (151,400 UAH), they are required to notify the National Agency for Corruption Prevention (NACP) within 10 days.
What is considered:
- Income: salary, fees, profits from the sale of property.
- Property acquisitions: real estate, vehicles, securities.
- Expenditures: any expenses that exceed the specified amount.
If the property was inherited or obtained through privatization but its value is not determined, a separate notification is not required - this information is included in the annual declaration.
Minimum subsistence level in declaration sections
The minimum subsistence level affects the declaration of the following data:
- Valuable movable property.
- Income and gifts: gifts valued over 15,140 UAH (5 minimum subsistence levels).
- Monetary assets.
- Financial obligations.
- Expenditures and transactions.
2024 Declaration Campaign
The annual declaration campaign began on January 1, 2025, and will run until March 31. The NACP has updated its clarifications for the campaign, taking into account changes in legislation.
The “Data for Declaration” function is temporarily unavailable due to the restoration of the registers of the Ministry of Justice of Ukraine.
It is worth noting that the minimum subsistence level is the basis for calculating around 150 types of social payments, fines, and monetary penalties for administrative, criminal, and other offenses. Additionally, the minimum subsistence level is included in the formula for calculating the size of subsidies for housing and communal services.
