In the Vinnytsia region, the leadership and members of the VLK were exposed for making a local deputy a person with a disability.
The commission's decision deemed the deputy unfit for service in the Armed Forces of Ukraine, resulting in his removal from military registration. As of now, this ruling has been overturned, and the involved medical personnel have been informed of their suspicion. The former deputy has been notified of the suspicion regarding the use of a knowingly forged document.

According to the investigation, a family doctor issued a conclusion to the deputy about the alleged presence of liver cirrhosis without conducting any examinations. In early 2023, based on this medical document, the military medical commission of one of the regional TCCs and SP recognized the local deputy at that time as unfit for military service, leading to his removal from the records.
However, a forensic medical examination concluded that the man does not have the illness stated in the medical documentation. Consequently, the Central Military Medical Commission of the Armed Forces of Ukraine has annulled the unfitness ruling. The former deputy of the Zhmerinka City Council has been informed of the suspicion under part 4 of article 358 of the Criminal Code of Ukraine for using a knowingly forged document.
It is important to note that in August 2023, colleagues from the State Bureau of Investigations (GBR) detained the ex-deputy for organizing a contract killing of another deputy. The presence of a certificate of unfitness could have allowed the individual to flee abroad after committing the crime.
Based on the evidence collected by the employees of the Department of Strategic Investigations of the National Police and the GBR, four medical workers have been suspected. Among them are the chairman of the VLK, the head of the hospital, and two therapists, one of whom is a member of the commission.
The actions of the perpetrators are classified under part 3 of article 332 (assisting in the illegal transportation of persons across the state border of Ukraine by providing means, committed by an organized group) of the Criminal Code of Ukraine. For this offense, they face up to nine years in prison, along with a prohibition on holding certain positions or engaging in specific activities for up to three years, and the confiscation of property.
The question of remanding all suspects in custody is currently being addressed.
