According to the press service, the restrictions will not apply to the pensions of individuals currently serving on the front lines or who have participated in defending the homeland against Russian aggression since 2014.
According to the resolution, pensions exceeding 10 minimum subsistence levels (specifically, the amounts determined by court decisions) will be subject to reduction coefficients:
- For the portion of the pension that exceeds 10 minimum subsistence levels (23,610 hryvnias) and does not exceed 11 minimum subsistence levels (25,971 hryvnias), a coefficient of 0.5 will be applied;
- For the portion of the pension that exceeds 11 minimum subsistence levels (25,971 hryvnias) and does not exceed 13 minimum subsistence levels (30,693 hryvnias) - 0.4;
- For the portion of the pension that exceeds 13 minimum subsistence levels (30,693 hryvnias) and does not exceed 17 minimum subsistence levels (40,137 hryvnias) - 0.3;
- For the portion of the pension that exceeds 17 minimum subsistence levels (40,137 hryvnias) and does not exceed 21 minimum subsistence levels (49,581 hryvnias) - 0.2;
- For the portion of the pension that exceeds 21 minimum subsistence levels (49,581 hryvnias) - 0.1.
Government Decision
It is worth noting that the Cabinet of Ministers has established coefficients for pensions exceeding 10 minimum pensions (23,610 hryvnias) for Ukrainians receiving pensions under special laws for the year 2025.
The relevant provision regarding the establishment of coefficients for retirees is contained in Article 46 of the state budget law for 2025, which mandates the government to determine their size.
According to the Ministry of Social Policy, as of November 2024, the number of individuals receiving pensions exceeding 23,610 hryvnias stands at 24.6 thousand. Monthly, 9.9 billion hryvnias is allocated for their payments, while total expenditures on pensions exceed slightly over 60 billion hryvnias.
