The council will consist of 15 candidates who receive the highest number of votes. The results will be published on the information resources of the Ministry of Defense within five working days.
Members of the Anti-Corruption Council will assist in assessing corruption risks in the defense sector and will contribute to the formation of appropriate anti-corruption measures over the next two years.
The votes of the citizens of Ukraine will determine which of the presented individuals will become members of the council. Therefore, the Ministry of Defense urges citizens to participate in the voting.
All citizens of Ukraine on the territory of Ukraine are eligible to vote. Authentication will take place using the BankID service or Diya.Signature.
Considering the constant attacks by the enemy on Ukraine's IT infrastructure, voting can only be conducted from within Ukraine.
Each participant can vote only once. They can choose up to 15 representatives from 40 candidates.
Candidates for participation in the competition were submitted by public organizations whose statutory activities are related to preventing and combating corruption. Only NGOs that were state-registered at least two years prior to the announcement of the competition were allowed.
The list was approved by the Commission for Ensuring the Conduct of the Competition, established by the order of the Ministry of Defense. The commission includes representatives of the Public Anti-Corruption Council, NGOs, and advisory bodies. Representatives of the Ministry of Defense do not have voting rights in the commission meetings.
All NGOs provided a public report on their activities, including funding sources for the past year. All candidates were checked for compliance with the qualification criteria defined in the Regulation on the Public Anti-Corruption Council under the Ministry of Defense of Ukraine.
A total of 42 candidates were submitted for the competition. Among them, one candidate withdrew from participation, and another was not admitted due to submitting documents not from a public organization.
The voting was postponed because significant technical failures were observed during the previous voting, including unstable website performance and authorization errors through partner services BankID and Diya.Signature. Therefore, the results were annulled, and the voting was rescheduled.
The Ministry of Defense is taking all necessary measures to eliminate technical problems and ensure the stable operation of the system throughout the voting process.
For the new voting, the ministry's team developed software to prepare for high loads, conducted thorough functional and load testing, and created user-oriented scenarios for addressing emergency situations.
Additionally, a rapid response team of three administrators has been designated for the voting day to monitor the transparency and democratic nature of the process.
All digital systems of the Ministry of Defense are secured according to state and international cybersecurity standards. All sensitive data during the voting process is reliably encrypted and processed in a secure data center for the ministry's official electronic resources.
If authentication fails, you can choose another login method (bank or Diya.Signature) or try to authenticate later.
If the bank or Diya.Signature you selected experiences technical issues, it may be due to a high volume of simultaneous requests to these services and their capacity. The Ministry of Defense has no influence over the functioning of partner systems.
If you see the message "Error verifying cfsr_token" during authentication, it means that the server could not confirm the authenticity of the request. This limitation occurs in secure web systems that strictly control request security. Such situations are usually temporary and easily resolved: try to authenticate from another device or clear your cookies.
Cookies are created by websites that the user has previously visited and store information about those visits. They can be cleared in the browser settings (Chrome, Safari, Opera, etc.).
For example, to delete cookies from Chrome on an Android device, you need to open Chrome, tap the "More" icon in the upper right corner, then go to "Settings" > "Privacy and Security" > "Clear Browsing Data." Then select the time range "All time," choose "Cookies and site data," and click "Clear data," then "Delete."
To delete cookies from Safari on an iOS device, go to the phone's menu "Settings" > "Apps" > Safari > "Advanced" > "Website Data" and tap the "Remove All Website Data" button.
The Ministry of Defense has allocated extensive cloud resources to ensure the reliability of online voting. However, the number of simultaneous requests may still exceed expectations.
A large team of specialists will monitor the technical operation in real time.
If excessive load does occur, specialists will immediately work to restore the system. So, if you see the message "We have too many requests," please try voting later.
If your device displays the message "IP address has changed, please try again," it means that your current IP address differs from the one the server recorded during login or the previous request. The stability of your IP address allows the system to ensure you are not a bot and that your session has not been intercepted. This is a crucial factor to protect users and the voting process from potential threats.
To participate in the voting, specialists recommend logging in again and ensuring that the connection is stable and the device is not reconnecting to the network or changing networks. If you are using a VPN/proxy, disable it during the voting.
The message "Voting time has expired. Please try again" means that the established time limit for completing the voting has passed. The system is configured for enhanced security, so the session needs to occur from a stable IP address and remain active. This is done to avoid outside interference. Therefore, refresh the page and, if necessary, re-authenticate.
If you see the message "This site cannot provide a secure connection," it indicates a conflict between the ID.GOV.UA system and the browser or internet connection on your device. In this case, try changing your internet connection or attempt to authenticate from another device.
The Ministry of Defense has also published the chain and protocol of voting, which takes the form of internal logs. This data is disclosed so that the public can see the structure of the voting process.
For the Ministry of Defense, the priority is to implement the voting rights of every resident of Ukraine. The use of an open chain and voting protocol ensures transparency in the competition and the ability to verify the vote counting procedure.
This way, each person who participated in the voting can check how their vote was counted and also tally the number of votes for each candidate.
The open protocol does not contain personal data of citizens, thus preventing the specific identification of the voting individual.
