“The NABU has reached out to the Cabinet with proposals aimed at preventing the loss of valuable state property, particularly mining equipment in frontline areas,” the statement reads.
It is noted that the investigation into a $500,000 bribe related to the removal of mining equipment uncovered several gaps in the regulation of relocation issues.
The bureau believes that this situation poses risks not only to the property but also facilitates corrupt schemes.
To safeguard state assets, NABU recommends that the government: assess the risks of property loss, create registries of property requiring relocation, prepare routes, schedules, and resources for transportation in advance, simplify the transfer of relocated property between state enterprises, and improve laws to clarify funding sources and distribution of responsibility.
These actions will help avoid losses due to combat operations or occupation, as well as prevent corruption schemes, the bureau emphasizes.
As reported by Ukrinform, the Security Service of Ukraine and the National Anti-Corruption Bureau of Ukraine detained Deputy Minister of Energy Oleksandr Heila for a bribe of half a million dollars.
For this amount, the official promised the leaders of state enterprises in the Lviv-Volyn coal basin to facilitate the unobstructed transfer of mining equipment from the frontline region of Donetsk.
This pertains to unique and scarce equipment from one of the state coal companies located in the hottest area of the eastern front – Pokrovsk.
Subsequently, the Cabinet of Ministers dismissed Heila from his position.
The High Anti-Corruption Court (VAKS) decided to impose a preventive measure of arrest on Heila with the possibility of posting bail of 25 million UAH.
