The mayor of Drohobych plans to challenge in court a fine imposed by the TCC for disrupting mobilization efforts.

The mayor of Drohobych, Taras Kuchma, plans to contest the protocol handed to him by the Territorial Recruitment Center and Social Protection for failing to meet mobilization requirements.

As reported by Ukrinform, he posted the relevant statement on Facebook.

“We will contest the protocol regarding the imposed fine for allegedly disrupting the mobilization plan in court, as it is unfounded, lacks any basis, and is essentially legal arbitrariness,” emphasized the city mayor.

Taras Kuchma explained that he was supposed to arrive at the district TCK and SP on the Day of Unity, January 22, but did not do so due to official events and a meeting for a fallen soldier scheduled for that day.

According to him, other mayors from the region (Truskavets, Skhidnytsia, Boryslav, Medenychi) received similar invitations on that day. The TCK and SP issued administrative penalties for failing to fulfill mobilization duties and disrupting mobilization activities, as per the order of the head of the RVA. A fine of about 36,000 UAH is imposed for such violations.

Regarding Taras Kuchma, the TCK leadership sent a letter to the police for his forced summon. Following this, the mayor voluntarily went to the TCK, where he received the protocol.

He disagreed with the decision made by the Recruitment Center, as he believes that city mayors do not have the authority to bring individuals to the TCK, and the RVA does not have the right to assign mobilization tasks to city mayors.

He also clarified that his son is serving in the military, and his brother is missing in action, as he also fulfilled his duty to the state back in 2014.

Taras Kuchma further mentioned that the Association of Ukrainian Cities reacted to the situation, preparing a statement to President Volodymyr Zelensky.

The Association of Ukrainian Cities states in its address about the pressure on the heads of small communities and mentions previous appeals concerning violations of legislation, procedures, and justice during procedural actions by law enforcement and judicial bodies regarding local self-government representatives.

“Systematic pressure on local self-government weakens communities and Ukraine as a whole, thus leading to a weakening of the country in its war against the aggressor, making the path to our Victory more difficult,” the statement emphasizes.

The Verkhovna Rada adopted on April 11, 2024, the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding Specific Issues of Military Service, Mobilization, and Military Registration” No. 3633-IX, which imposed responsibilities on local self-government bodies to ensure the organization of conscription of citizens for military service; the summons of military personnel and reservists to territorial recruitment and social support centers; ensuring the conduct of personal-primary military registration of conscripts, military personnel, and reservists in the respective populated areas; timely notification during mobilization and ensuring the arrival of citizens involved in fulfilling the obligation regarding mobilization, as well as transport vehicles and equipment at collection points and military units; planning and conducting mobilization preparation in the respective populated areas, as well as conducting mobilization and demobilization activities.

As reported by Ukrinform, the Verkhovna Rada of Ukraine adopted in the second reading a law on amendments to certain legislative acts of Ukraine concerning specific issues of military service, mobilization, and military registration.
