"The forecast is based on the assumption that certain tariffs for housing and communal services (gas, heating, and hot water supply) will remain unchanged throughout 2025. However, the challenging situation in the energy sector and the state budget may necessitate tariff adjustments in the coming years. It is anticipated that from 2026, a gradual alignment of tariffs to economically justified levels may begin," the document states.
The agency also noted that a prolonged postponement of tariff increases for housing and communal services to economically justified levels could suppress inflation, but at the same time would contribute to the accumulation of quasi-fiscal imbalances and worsen the financial condition of state energy companies.
"This will create additional risks for investments in the sector, increase instability risks in the energy market, and the pricing pressure will merely shift to the future period," the NBU added.
It is worth noting that the Cabinet of Ministers has approved a list of categories of citizens who will receive benefits for the payment of housing and communal services starting in 2025 in Ukraine.
