According to the explanatory note, the relevant provision is established by the law on the state budget for 2025.
The law stipulates that in 2025, Oschadbank will transfer to the Pension Fund of Ukraine the remaining funds that had been on the accounts of internally displaced persons as of January 1, 2025, for pension payments that have not been conducted for more than a year, as well as for individuals who have not undergone physical identification within six months.
As reported by Oschadbank, as of October 1, 2023, the total amount of remaining funds in the accounts of internally displaced persons was 15.9 billion hryvnias, of which 10 billion hryvnias were the remaining funds in the accounts of individuals for whom there have been no transactions for over a year.
"Keeping such funds in bank accounts for an extended period deprives the ability to direct them towards fulfilling the functions assigned to the Pension Fund of Ukraine. At the same time, the Pension Fund of Ukraine constantly faces temporary cash gaps related to pension payments and is forced to turn to the Treasury for loans to cover these cash gaps," the document states.
Procedure for Returning Funds and Restoring Payments
According to the draft, the Pension Fund of Ukraine will send lists of pension recipients who are internally displaced persons to Oschadbank within one month.
The lists will include information about recipients for whom:
- there is information about the lack of physical identification for six months from the date when such identification should have been completed,
- there is information about the absence of expenditure operations and for six months from the date of receiving such information, no physical identification of these individuals has been conducted.
Oschadbank will transfer funds from the accounts of individuals specified in the lists received from the Pension Fund of Ukraine.
The funds returned by Oschadbank will be used by the Pension Fund of Ukraine to finance pension payments in the solidarity system of the mandatory state pension insurance.
A procedure for restoring and disbursing funds for pension payments has also been established. Payments of returned amounts are made based on an application. The application can be submitted by the recipient in person to the Pension Fund or through the Pension Fund's web portal or via the Unified State Web Portal of Electronic Services using an electronic signature.
The application may also be submitted to Oschadbank. When the recipient approaches Oschadbank with an application and an identification document, the bank conducts physical identification of the recipient.
"The payment of funds for pension payments (monthly lifelong cash maintenance) is made to the recipient as a one-time payment in full to an account opened at an authorized bank," the resolution states.
It is worth noting that pensioners with IDP status must undergo identification every six months to confirm that the money is received by the intended individual.
