Former U.S. President Donald Trump and his vice-presidential candidate J.D. Vance have outlined a plan to bring an end to the war in Ukraine.
They proposed a model of a frozen conflict with autonomous regions on both sides of the demilitarized zone, while Kyiv would remain outside NATO.

Minsk Agreements
Trump's concept revises the Minsk agreements of 2014 and 2015, which failed to halt hostilities in eastern Ukraine. One of the former president's advisors stated that these agreements outlined a plan to preserve Ukraine's territorial integrity by establishing autonomous zones, but the conditions were never implemented or enforced.
This time, according to the advisor, mechanisms will be included to enforce the agreement with consequences for violations. However, European troops, not NATO forces or UN peacekeepers, should monitor compliance with the agreement.
Trump's allies argue that Ukraine is losing the war, and therefore pushing for a settlement is morally right. In Trump's view, U.S. President Joe Biden should speak with the Russian dictator Putin, just as presidents communicated with Soviet leaders during the Cold War. At the same time, he believes that Ukraine's NATO membership is not a short-term option.
Ukraine Without NATO
Fred Fleitz, who served in Trump’s first administration, suggests that NATO membership could be ruled out for several years to compel Russia to engage in negotiations.
“We are freezing the conflict; Ukraine is not conceding any territory, they are not renouncing their territorial claims, and we are negotiating, understanding that a final agreement will likely not be reached until Putin is off the stage,” he states.
However, such an approach may not find unanimous support within the Republican Party.
Negotiations
One of the leading Republican national security experts in the House of Representatives, Mike Waltz, proposed that Trump use the threat of collapsing the Russian economy due to falling oil and gas prices to push Putin toward negotiations with Ukraine.
“The president understands very well what leverage is, and we have enormous economic leverage over Russia. The first step would be, as he puts it: ‘Storms, baby, storms.’ You fill the world with cheaper and cleaner American oil and gas. You drive the price down,” he declared.
Saudi Arabia, a key ally of Trump during his first term, does not welcome such a move.
Trump's close associates assert that he will be able to exert significant economic pressure on Putin. To demonstrate his peacemaking abilities, they cite the Abraham Accords signed during his first presidential term between Israel and the UAE, Bahrain, Morocco, and Sudan.
“He has shown that he knows how to bring both sides to the negotiating table. He has done it consistently. Next will be the Arabs and Israelis, the Russians and Ukrainians,” stated American diplomat Richard Grenell.
It is worth noting that the Second World Summit may
take place in India. Ukraine is ready to listen to proposals from other countries for ending the war, but based on a Ukrainian format.
