The Intelligence and CPC have launched a new section titled "Kremlin Loudspeakers," revealing 55 names so far.

The Main Intelligence Directorate of the Ministry of Defense and the Center for Countering Disinformation of the National Security and Defense Council are launching a new section titled "Kremlin Mouthpieces" on the War&Sanctions portal and have published an initial list of 55 Russian propagandists and media managers.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine and the Center for Counteracting Disinformation of the National Security and Defense Council are launching a new section titled "Kremlin Mouthpieces" on the War&Sanctions portal and publishing the first list of 55 Russian propagandists and media managers.

As reported by Ukrinform, this information comes from the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

The GUR emphasized that the weaponization of information is a part of Russia's military doctrine. Today, the Kremlin is waging war not only with rockets, tanks, and artillery; its information warfare does not have a clearly defined front line and is spreading globally.

"By investing significant resources, the Russian authorities are attempting to destabilize Ukraine and the world, influence political processes, and shape public opinion in various regions of the planet for their own aggressive interests. In just the first year of the war, Russia Today in Arabic increased its reach by 10 million users. In the budget for 2025, Russia allocated $1.42 billion for propaganda funding. Additionally, about half a billion dollars a year is spent by Russia on creating propaganda through non-state structures," the GUR highlighted.

Moreover, the intelligence agency added that Russian propaganda supports violence, glorifies the Russian armed forces, justifies aggression and war crimes, uses dehumanization and hatred towards Ukraine as fuel for war, and questions Ukraine's ability to continue fighting.

"It has faces that the whole world should know - to block, impose sanctions, ban entry, close bank accounts, and cease any cooperation," the GUR emphasized.

With this goal in mind, the GUR and the CPD publish the first list of 55 individuals, which includes:

  • Valery Gergiev - a Russian conductor and personal friend of Putin, who supports the annexation of Crimea and the war against Ukraine. After global theaters and philharmonics refused to collaborate with Gergiev, funding for his charitable foundation from VTB Bank, Russian Railways, Sberbank of Russia, oligarch Alisher Usmanov, the Moscow government, and other state organizations increased significantly. Putin has entrusted Gergiev with the management of the second largest theater in Russia. Additionally, Gergiev owns real estate in the USA and Italy;
  • Vladimir Tabak - organizer of campaigns supporting Putin, responsible for the PR of the Russian Ministry of Defense and creating fake news about Ukraine, manipulating the results of sociological studies, and developing "themes" for Russian media. He is also involved in attempts to influence the 2024 US presidential elections and campaigns for creating deepfakes about American, European, and British public figures;
  • Kristina Potupchik - manages one of the key contractors for the Russian presidential administration in spreading "viral" network propaganda on social media and messengers. Owner of a network of anonymous pro-government Telegram channels;
  • Sergey Pegov - a Russian "war correspondent," who is essentially an agent of the GRU, coordinating his actions and texts with them. A key figure in Russian attempts to destabilize Odessa;
  • Alexander Dugin - the main ideologist of the "Russian World," who has connections with far-right politicians in the USA and EU countries. Dugin's organization, the "International Eurasian Movement," has branches in 29 countries worldwide. In early December, Dugin spoke online at the opening of the "Days of Daria Dugina" in Serbia, co-organized with "experts" from Italy, France, and the Czech Republic.
  • Mikhail Galustyan - a Russian comedian and friend of Ramzan Kadyrov. As president of the "Federation of Military Tactical Games," Galustyan directly supported the construction of a training ground for volunteers participating in the war against Ukraine;
  • Alexander Marshal (Minkov) - a Russian singer, member of the Putin team, and member of the public council of the Russian Ministry of Defense. In 2023, he personally supported the initiative to provide financial aid to Russian military personnel for destroying Leopard tanks supplied to Ukraine. He is part of the "agitbrigade of Russian radio," which performs concerts for Russian military personnel and collects and delivers volunteer aid to them. Marshal's daughter lives in the USA.

As noted by the GUR, the section will continue to be updated with new "mouthpieces" so that none remain overlooked.

As reported by Ukrinform, the European Union plans to adopt a decision on the next, 16th package of sanctions against Russia on the third anniversary of the full-scale invasion of Ukraine on February 24, which will include sanctions against individuals involved in the "hybrid war."
